A resident of Texas, a business entity located in Texas, a governmental subdivision located in Texas, or a public or private organization located in Texas that is not a state agency may petition a state agency for the adoption of a rule or rule change according to the Administrative Procedure Act (Texas Government Code, §2001.021). The State Board for Educator Certification (SBEC) has authority to prescribe the form for a petition and the procedure for its submission, consideration, and disposition.

The procedure to petition for adoption of rules or rule changes to SBEC rules is codified as 19 TAC §250.20.

To petition the SBEC for adoption of a rule or rule change, please complete and sign the petition form using one of the following methods.

Download and submit the fillable PDF form by either:

• emailing it to sbecrules@tea.texas.gov; or

• mailing it to Rulemaking Division, Texas Education Agency, 1701 North Congress Avenue, Austin, Texas 78701-1494.
